Sir,

Referring to your letter No. 28163 of the 10th of August last and my reply of the 17th of that month, respecting the use of the Trans-Siberian route for the transmission of correspondence to and from the Far East, I am directed to acquaint you, for the information of the Secretary of State for the Colonies, that the endeavours made to procure a reduction of the high transit rates demanded by the Russian Post Office having proved unsuccessful, the Postmaster General has, with the assent of the Lords Commissioners of the Treasury, accepted the Russian terms provisionally and under protest.

This decision is in accordance with that adopted by some of the more important Continental Post Offices; but, so far as the United Kingdom is concerned, the use of the new route is to be confined for the present to letters and post cards specially superscribed for transmission via Siberia and fully prepaid at the normal rates applicable to such correspondence.

This decision would have been communicated to Mr. Lyttelton, Secretary of State, COLONIAL OFFICE, sooner;
